Whether it's for the amount owed or not completely depends on what is owed vs the strike price agreed on.  

If you can strike up a conversation, they may be able to point you to a few mobile home investors in the area doing business there.

You do have one strike agaisnt you in finding lowest rate.

If indeed it was done properly then you will need to either get a writ of possession and evict the borrower, or strike up a cash for keys agreement as you mentioned.

And when deals come up you have to totally ready to strike (have pre-approval, cash to close in a bank account for at least 2 months, 2 years w2, 2 years Tax return, etc.) because being prepared is key!

And then there is Statesville, which I believe is part of the Iredell County school district and also within striking distance of Charlotte - at least on paper.

Sometimes this is referred to as your "Strike Price" which is calculated by taking the sales price and subtracting allowable (commissions, closing costs, tax stamps, exchange fees etc.).   

So I was thinking, did investors reach out to them strike a deal and pay the taxes the day of?
