My rentals are all over the map but it's looking like one of my rentals in Eastern Municipal Water District will be asked to cut usage by 35%.

Alarm systems are advanced and affordable enough now to keep up with all aspects of their usage, to include who arms and disarms what and when, that they can be utilized to keep up with the activity taking place at the site, at least to a degree.

This allows me to claim the interest expense from the loan as an investment expense or passive income expense depending on the final usage.My loan however, is set up with an escrow for taxes and insurance so when I get the loan I'll get a check, and I'll get a pre-funded escrow account for taxes and insurance.As the usage of those escrow account funds will be for my primary residence, it would seem to be considered a personal use of funds and therefore, to the extent of the use of those funds, I would not be able to write off the interest attributable to that portion of the loan proceeds. 

Should go away pretty easily once the usage stops.  

He is willing to do me loans at 12% My credit rating is around 660 because of 50% credit usage which is getting paid down.

The number I was told on a HELOC was to not go above 75% usage.  

Also - how did the RUBS implementation effect overall usage once tenants were liable for their utilities?  

Not tied to property, based on credit score and credit profile (# credit cards, limits, length of relationship and % usage of total limit).

They said the water usage for February 26, 2015-March 26, 2015 was $5,361.88!!
