For electrical as long as you have enough outlets you'd be fine. 

FHA often makes you do things like a new water main on 3/4 units when adding too many new outlets which can be 20k+ alone or extensive waterproofing work in basements $10k+.

1 - Buy brand new dented or out of date appliances still in the box from outlets.2 - Sign up for free ones online. 

You have to pound the pavement, network, go to lumber yard, appliance outlet, etc. if you want to know costs.

Any suggestions around taking legal action against the company owners, lodging complaints to BBB and other media outlets to publicize their unfairly actions … especially as their intentions looked fraudulent to start with (person that I had approved and thought was my tenant had never applied and turns out to be someone else.
