Hopefully, based on actual field measurements, past project data, and estimating software, your contractor can develop a detailed estimate that lays out the cost of labor and all materials for each phase of the project.

If they meet the requirements for a PE right the only way to actually confirm is again through the courts where a judgement is made.

I would guess he feels its nobody's business, and doesn't want to disclose that the payout was more than the actual repair costs.
