I would recommend looking at Jacksonville Beach or the historic districts such as Riverside, Avondale, San Marco, and Springfield.

Well Mary mentioned Eugene, and if your parent do look here, and want to be in smaller towns only - I consider Eugene a medium size city - there a number nearby, and also rural areas just outside cities of Eugene and Springfield. 

Springfield mo has some huge changes coming.Please do a lot of research.

As you move south towards Annandale and Springfield they drop to the $600-700s.
