Make sure you have multiples and you will have a significantly higher chance of success. 

Do I raise the rent and make $600 a month on passive income, keep the property and chance this home not appreciating much more bc of what's currently happening in Florida with excess amount of inventory sitting there?

I see virtually no chance that it does not outperform the general San Diego market which historically has outperformed 90%+ of markets.

As long as you have reliable "boots on the ground" such as a property manager or real estate agent that has experience working with out of state investors, you'll significantly increase your chances of acquiring the right property that will generate the returns you're looking for. 

Chances are you'll have more offers.

Couple of things I’d do: have a FaceTime/zoom call with them so you get a chance to meet them and hear them, see if you can get the full name and google the person, I’d prolly even have them do a background check.
