I don't know any private lenders and hard money makes me nervous since I'm a buy and hold guy and the payback isn't as cut and dry as it is on a fix and flip.

There are several components to keep in mind, none are too complicated.Provide a Purchase Option and a Lease Agreement as separate documents, if they dont pay rent, you can just show the lease agreement to the courts (without showing the Purchase Option and complicating the eviction).

What is the prospect that insurance or tax costs will be cut 30%?

The loan often has two components: (1) purchase and (2) renovation where the latter is usually funded through reimbursement.As an FYI, lenders usually require the property be non-owner occupied.

If you're not looking to invest in anything C- or lower on the neighborhood grading scale, then you can pretty much cut out anything on the East-side that is in Cleveland.

There is a cost component.

They just cut it off and didn’t have it cut on in their name anywhere. 

I also hear they may be cutting rates soon (but been hearing this for a while now and nothing).
