@Josh Prince Why would you get rid of tenants?

Take pictures of each unit's condition and complete an inspection checklist as suggested by @Diana Hoffman; have the tenants date and sign them.  

I wrote a contract on a local house and one in another state (the owner moved to my state) from those signs.In Prince William County, Virginia, bandit signs are called "off-premise" signs.

@Paul Jurczyk to second @Diana Tian's comments: you should be aware (if you're not already) that all of the cities you mentioned have very different rent control laws, many of which are quite unfavorable for larger multi-units.

Either down in Stafford or Prince William County‘s or out towards Manassas.
