By central I mean cities like Hue, Lang Co, Da Nang, and Hoi An :) Yes, Hoi An is a charming city with a lot of history and ancient architecture. 

Many will sign a lease without reading it properly and end up paying all sorts of ridiculous fees, $75 chimney cleaning fee although they never used the fireplace, $150 carpet cleaning fee for ancient old carpet, etc.    

You could probably call the assessors office and ask them for some insight on their methodology and then determine whether it should or shouldn't influence your opinion.

I actually think it would be a much better way o go - judging the top influencers by a more accurate methodology then using the current system.So . . .
