If you really want the property, just put in your best and final ... otherwise, if you want to try to horse trade a bit put in a lower offer and try to negotiate but understand then that you are running the risk of getting beat out by a higher offer in the meantime.

We're actually planning to move out of our current house as soon as we find the home we're looking for in the metro area (we need some acreage for our horse).  

If you simply want to raise cattle or have horses on the land that is one thing but if you plan on living on the land there are many other considerations you have to make sure of and even more if you are considering to do a development on the land.
