And in general it is worse to disturb and remove then to encapsulate. there is also an interim control certificate but you should look at this certificate and the deleading on the web site.

In part I think it's just lazy agent syndrome, but sometimes sellers don't want to disturb the tenants unless it's a serious buyer.

It is not "reasonable" to allow an ESA to bark at all hours and disturb neighbors, display aggressive behavior towards others, damage the property, leave feces all over the parking lot, etc.If the Tenant fails to maintain control, termination of their lease is reasonable and justified.

I agree with you in that if LeadCheck testing is negative in an area that will be disturbed during renovation, then there is no need for lead safe practices.
