There was a bit of a rough patch leading up to the elections late last year.  

The roof itself they have does look old with patch jobs.

However I am leaning towards using a spray foam repair system to patch the roof and seal the parapets and then go over everything with an elastomeric coating.

In my area, I'd expect to pay this much for the following:cracks in the foundation cinder blocks although told that's easy to replace ($500 to patch $1500 to do a section of the wall)- roof has 3 layers.

I would skip the phone jacks and put in CAT 5 cables/jacks with a patch panel in the closet.
