This is a very sensitive question @Yongming Huang but all I will say it that the barrier to entry as a Real Estate Agent is very low, hence the poor reputation for some agents.

If you offer renewal 104 days before lease end, they'll have 14 days to consider renewal, and if they don't sign, the 90 day period will coincide with the lease end date.As far as tenancy in perpetuity, I think it's legitimate to wonder why someone should lose their home if they haven't done anything that's incurred an enforcement action.

@Darren Sager The latest listing I saw for 26 Ella said the oil tank was removed.. not sure if they have a No Further Action from the state or not. 

IF the lease doesn't include language for automatic renewal, then it would default to being automatically terminated if neither party takes action. 

***I had a nightmare tenant (let's call them The Crystals) that didn't provide a fwd address either in the past and kept saying they would sue for the security deposit blabla but never did anything, kept the security deposit for their last month so they didn't overstayed, therefore I didn't chase them for the rest of the lease amount since they vacated, happy they were gone.In the case actions I see an officer was assigned, this is the first time I see this portal (created account to be able to look up the case once I saw the Rushmores packing up and leaving?

As a first step, they are all being given the opportunity to appeal the action taken by the city.
