I actually expressed to them the need to exempt Mom and Pop Landlords (4 unit and below) and rental owners due to the onerous nature.

Maybe for some mom and pop JV type deals but not bigger projects.

Medford, Ashland area is a great area and the market is popping.

Not just 2-4 units, but 20+ units sometimes have mom and pop owners who just don't have good records.

I've decided to 'pop-my-cherry' in real estate investing by finding a single-family home.

List to sale ratio also helps give an early warning whether prices are dropping or still popping.

Though, it doesn't have national tenants, it has mom-and-pop and it's at a traffic light intersection.

There isn't a lot on the market as far as multi-families but I've seen some interesting ones pop up lately. 

just to throw this out there, but by me all the foreclosures ive walked int, yeh they had the cute little stickers saying they were winterized, but nope the plumbers would dump some antifreeze down the toilets and call it a day, if you look real close at the heating systems almost always they're popped somewhere.
