You rates go up even if you don't make the claim. 

The reality is you have to pay for services like this and be prepared to eat the cost if the deal doesn't pan out.

Of course your other debts including student loans go into the mix to come up with your total debt to income but the income needed  is a lot smaller then a lot of borrowers in your situation tend to  think.  

The seller backed out of the deal and didn’t show up at closing, but now the wholesaler won’t sign off on canceling the contract.Has anyone experienced something similar?

A unit renting for $700 probably can't go straight up to $1,200 overnight with no updates unless your property looks like the other ones in the area renting for $1,200 and offers similar finishes/ amenities. 

You didn't write how much 'sweat equity' you put into this place, but it was likely well worth it given the $400K cash out.  

I would bring up the occupancy with the caseworker in case they are not informed.

Owners mistakenly ASSUME all PMCs offer the exact SAME SERVICES and PERFORM those services EXACTLY THE SAME WAY, so price is the only differentiator – and they often select the first PMC they call!
