thank you for your service, just remember your a marine implement the same values, set expectations and stick to them.. understand your rights as a landlord and also their rights as a tenant then just screen properly and hold them accountable be friendly courteous and professional yet firm. 

At your next lease renewal you can implement it and all you have to do is a bit of math every month.

Since implementing it, the late rents have pretty much disappeared.  

Removed on-site property manager and implemented professional 3rd party management (at lower cost).

And then you can start implementing measures to ensure your tenants pay you and don't damage your property.Good luck!

From my understanding, more than most other markets.Having a property manager who not only knows the regulations and implementing them, but keeps up with the latest laws would be beneficial.

When the current tenants' lease agreements expire I plan on implementing RUBS to push those utility costs on to the tenants.  

I’m curious how’s the experience of other BP members that have implemented a similar strategy (I think this county has a population of around 700K), but again even when I include other counties is not that many.

Are the strategies discussed current and implementable?
