The five or six conditions you have to meet are kind of vague, but an experienced attorney will know how to craft an answer to them that will a) answer them the way the Zoning Board wants, and b) make you look professional and credible.

forget about being an investor for the time being.. you have no money you have no reserves .if you want in the game go work in the business.. you can get your RE license and your age be an assistant work on a team get paid to learn your craft in a few years you can then start to invest.this is how i personally did it got my license at 18 took 6 months to make a dime but that first 900.00 commish in 1975 was HUGE lol.. never looked back.. not been all wine and roses thats for sure. but its a solid way to start.. 

I still do see plenty of opportunities if you craft your strategy appropriately.
