Talk to the company that quoted the repairs, they can tell you if the repairs would be a permanent fix or a temporary solution.On another note, an appraisal from 2005 should in no way, shape, or form be the benchmark you are using for value.

The person above in this thread is 100% correct recent laws have made using buyers money to close out contract with seller is now deemed illegal and cannot be done but there is a way around that like everything else.if you want to maintain the old tradition of using the buyers cash to close out your contract with the original seller what you will have to do to stay within the law the new law that is, is to have your lawyer write out a promissory note to the cash and buyer securing them with your equitable interest making that cash buyer a temporary lender.

Rent control in these areas usually means that increases are capped to CPI (usually) or just a few percentage points, and you can usually get temporary or permanent increases in base rent by improving units (most are temporary but I think JC is permanent, some places like UC recently repealed their improvement laws so it can change, but I've heard it's coming back).Good luck.
