And anything within a block or so of the ocean is going to take an incredible beating from the winter weather salt air etc etc.. and then you have the Tsunami that is coming with teh massive earth quake that will come and that will wipe out whole towns on the Oregon coasts.

Make sure you have an agent, property manager, and general contractor on your team that are very familiar with the area.Most of those neighborhoods are block by block.Where are you from?

I would send a letter to the offender telling him he has some specific timeframe to rectify this or you will be forced to terminate his lease for cause.
