Could there be other problems not caused by trees?

The only thing that comes to my mind is problems with the property manager and you need to find a new one.

You should have no problem getting a HELOC with no bad debt.

I suspect they are using someone else's identity or hiding something negative from their landlord.It is not uncommon for people to have good credit but still have an eviction or other problems with a previous landlord.

Once they open up the ceiling and find the source then it becomes your problem  if it is your apartment.

I think finding lenders should not be a problem.   

When someone becomes motivated, they actively search for solutions to their problem.

(The rental market is strong - these costs are largely due to a problem tenant who recently left the property.)Both properties are rented to Section 8 tenants and professionally managed.
