@Hem Kumar Your information on publication is incorrect you first of all you must publish for 6 weeks not 3 this comes from the state website on LLC.

It looks like FLIP was published about 10 years ago -- do you find that the cost estimates are still accurate in today's market or would you add in some pad just to account for inflation?

Can you provide a link to where this law is published?

Set For Life by Scott Trench is another good book that is published by BP. 

I haven't looked, but I bet there is one available here on BP.Finally, the AIA (American Institute of Architects) publishes guides you can purchase that give you all kinds of figures for calculating costs.  

I get the intent of the requirement, I would comply but I wouldn't be terribly specific either.I would put it back on any regulator type or on any attorney that may use that information against me by putting in terms of underwriting guidelines published by Fannie Mae as currently in effect as well as Housing and Urban Development guidelines as applicable to the type of property.

There is even a phone book that is still published, not to mention what can be found online.But seriously....in reading your questions, it is apparent to me that you need to learn more about this business as a whole before you can seriously expect much success.

Alexander, the free way is to figure out which newspapers publish the legal notices for probates in your area of interest and then mine that data on a regular basis.
