Determine your approximate Rehab costs and subtract it from the ARV to get your offer price.Use all the negative things (Vacancies, poor condition, Rehab/Pending CapEx, lack of data) to justify your discounting the price.  

Also, pending and contingent are irrelevant, the price shown is the listing price instead of the contract price, and they may not close or appraise.

Ian is correct that the lender chooses the appraiser, but if you know who you're using (and you're pre-approved, pending the appraisal), there is nothing wrong with asking your lender if you can order an appraisal ahead of time from someone  on their approved list.
