I would not refi to save only $200 a month.If you are not 100% sure about keeping the property for the long haul, I would say either sell now in this hot market and re-invest your proceeds into something else, or keep it for 3 years as a trial run and sell it before 3 years so you can avoid paying capital gains on it.

The owner lives 3 hours ago and is toying of the idea of fixing up the place and renting it.

I completely trust her, I'll buy a house sight unseen just based off of her recommendation because I know she's in it for the long haul, she'll go take pictures, she'll go over to my place to meet the police when the alarm goes off to make sure nobody is stealing my appliances, she's always trying to find me a deal and the list goes on.  

I am in it for the long haul and once you find the right one....you are all set.
