Have them pay the repair company before closing with that much of your earnest money going hard in case you fail to close. 

Not so dangerous for the seller - dangerous for the buyer as you are now financing 100% of a property.

Of course, developers (sellers) and builders (buyers) have debates a lot on those various line items in the proforma (especially hard and soft costs).

If buyer's story matches seller's story, how do they find out?

The seller will have reduced debt capacity because the existing note is still calculated as a debt - they MAY be able to include an offset equal to the buyer payments after a period of time, BUT often the seller is surprised to find they can not qualify to purchase another property3.

Resale  what retail buyers are paying for rates of course affects the business dramatically.
