As a re agent and as an investor that has worked with many agents I can tell the dedicated agents among the non dedicated.

I'd say Sevierville/Pigeon Forge/Gatlinburg are among the most STR friendly cities in the country.  

Mixing and matching nearly results in some resentment among the partners at some point and I feel like you are the early beginning stages of that. 

This could trend up to the ARV over time or down if the flipper messes up (over demo’s the place, doesn’t pull permits, shoddy work, etc.).It’s important to understand the basis of the LTV and there’s certainly no standard among the rehabbers I know.

You might be among the top 1% of the company that use those, having a budget doesn't really determine the stability, ability to perform, and skill level of a company.

I'm going to speak with the city and see if we can work something out to reduce the deposit, but just one other thing to consider...And as far as leaving as is and billing back the tenants, not sure how you would do that on just one meter, unless you just divided the bill evenly among the 4 units, and I'm not sure how well that would work - might be a headache when one of the apartments uses 5x as much water as everyone else and it gets passed along evenly.

This kind of stuff gets around pretty quickly among the lawyers and the judges in a county, and overly aggressive investors find themselves being sued  more and more often.I have no opinion about the facts in @Adam Zuffinetti's situation, above.
