That popcorn may well be asbestos blown on in the mud/paint, I suggest you paint it heavily and seal it up ensuring none is flaking off.

It needs to be sealed up so everything inside can dry out. there are really only 2 places where I saw BAD leaks inside.

The sheetrock guy said that green or not the key is to keep the drywall "dry" and that if it stays dry by sealing it with paint and caulk it doesn't really matter.
