The schools there rank from bad to worse, it's not a consideration for living in a certain area.

Honestly, and I hate to be aggressive (not really), but anyone telling you different simply has not yet experienced the power of a ranking website.

Los Angeles moved up 11 places in the firm's ranking from one year ago based on a forecast for further tightening in apartment vacancy and minimal supply growth.

But, crime isn't bad (which is relative, really, check out portlandmaps.com and you'll get a good feel for city stats), and the schools are OK (7/10 on zillow, a few lower ranked ones too though).  

Where will Penn end up in the rankings after this?

I agree with Account Closed - you have much more control and influence doing this within your own ranks or tenants than an outside bureaucracy.
