I don't think you should (nor will you have time, likely, given the activity of the market) to investigate much of any of these things before submitting an offer--and obviously your offer will be contingent on having a satisfactory inspection and resolving any issues or giving concessions.

Thanks @Roy N. and @Brian Gibbons - re repairs...yes based on what I've read and heard, I thought very strange a landlord would allow their tenant to make repairs....I appreciate the links and I shall investigate further into this type of investment.

They really help to quickly see if a property is worth investigating further.  

Read the wholesaling forums, try searching for "Busted in Ohio", an ex state investigator posted, very interesting stuff.Actually, if you want to start out ethically and legally,  you won't be doing wholesaling as the gurus preach it.

Then when you start investigating one thing, it brings up a dozen more questions you have to answer and topics you have to learn.

If you do turnkey then you want to investigate the company. 

Obviously, I'm investigating all of my options (of which there are many!).
