So assuming they pay retail for the unit (they won’t), plus lets say conservatively $1000 for parts to install it (they won’t cost nearly that much), and it will take 10 man hours to install (they should be able to do much faster), that’s an imputed hourly labor cost $1120.

It has been recently introduced and is supposed to put a cap on the cost to install utility hook ups for new construction and ban hedge funds and corporate entities from buying single family homes in California):SB 1210"This bill would, for new housing construction, prohibit a connection, capacity, or other point of connection charge from a public utility, as defined, or a special district, as defined, for electrical, gas, sewer, or water service from exceeding 1% of the reported building permit value of that housing unit.

The subto seller's owners coverage (other than any liability arising from the breach of a warranty) would terminate at the subto sale.With a land contract / land installment contract / contract for deed (executory), coverage would continue (IMO) until the deed into the buyer was executed because the insured retains an estate or interest in the Land (legal title) until that time.
