I had violations issues, worked on them, called inspector to try to extend the due dates, and never hear back from him, until I received a summons to court.

I wouldn't be surprised that if an inspector catches this, you'd be susceptible to huge fines. 

Perhaps a nice 1950's built bungalow.Always hire a 3rd party property inspector to give you an unbiased feel for the home.

I know the house is fine structurally but I'm wondering if an inspector can make a strong review of the well/water/septic (and even chimney) while the house is in this winterized state.

If everything checks out get a proper inspection done by a licensed inspector.
