If you click on "Layers" then "Data" then "Parcel Data" then select the box "Owners Names" you will see owners names displayed as you scroll around on the map over properties.

You could implement new tenant rules that ban whatever behavior he is accused of doing, then serve him notice that he's broken the rules (following state law), if he doesn't correct, you move to evict.

The on-leash dog walkers may in fact walk their dog off leash, and the good parent may in fact be a bad parent, but smoking outside isn't evidence of inside smoking, walking a dog on-leash isn't evidence of off-leash dog walking, and observed good parent behavior isn't evidence of bad parenting.
