I had exactly the same situation on my last failed deal, I was working with the seller agent (basically to be my dual agent so that I know every detail on the process and other competitors' offers), and we were quite close to sign the contract and the inspection is all done, just some last items to discuss.

Each state has it's own rules regarding dual agency, intermediary, etc. and if the listing broker represents HUD, there will likely be state rules regarding the same broker representing you as well.
