The Maryland Dep't of the Environment won't tell me anything. 

Three possibilities when you get a mortgage in a rising rate environment, assuming 30YF financing:- Rates continue to go up, you're glad you got what you could when you could.- Rates stay the same, it's a wash. - Rates go down, you refinance and harvest the cashflow improvement.

I would think you could still do it as an all-inclusive note and trust Deed or as a subject to or create a second mortgage to go behind the current financing.

Hey guys, are you finding invest worthy deals in 2018 or are you buying into this record low cap rate environment? 

For those of you familiar with Chicago and its current real estate environment, do you have any advice on locations to consider or strategies on making this happen?

If for some reason that environment was deemed unsafe they should have a back up plan. 

This is why I have chosen to be an REI, to become financially free, so I can make better use of the time I have to spend with family and friends, a better future for my children, and a better environment for people who do don't have.
