Find a good realtor, close a deal with them and they will give you their contractor contacts.

Put in about ten grand and a summer's worth of weekends in sweat equity and the deal is very sweet.

Ask the manager to explain their process for dealing with maintenance, late rent, evictions, turnover, etc.

Also, looking for an agent who is looking to partner up on said deals.

I bet you heard but the market around those areas are booming right now, especially since it is a buyers market, it gives you an advantage to get better deals from sellers while people are continously moving there, especially for jobs like tech, logistics, etc.
