So I'm thinking that she needs to apply and be approved and sign a new lease prior to the date that he wants to terminate the current lease.   

I gave them a notice to terminate with a one month grace period which would expire 11/30/2017, i also sent out the document to Section 8 to keep them in the loop.On the first of this month i got rent from section 8 for the month of November.

We bought her our of the lease basically by offering an early termination contract and paying her last months rent.  

Per Nebraska state statue 76-1431 the Landlord has the right to terminate the Lease Agreement if he so desires.

If the tenant doesn't work out, it's easier to terminate the rental agreement.
