If you don’t already have a French drain type system to manage moisture water coming through the walls then that should be step one.

The only downside is that French is a must!

I left for Navy bootcamp in 1993 near Chicago, Ill, where I learned that I never want to be there again in the winter, brrrrrr.  

Paint an exterior for $5k, install an interior French drain and sump pump for $5k ect.
