It usually means they're trying to avoid paying something.But a big enough to pause it can protect youI have a young woman who wanted to rent for me very badly, and she did not have the income to be able to reasonably afford to rent the property.

@Eric WilliamsThe big ones like PenFed and PNC Corp have paused doing HELOCs on Investments as of early April 2022. 

It gives me pause but my husband says it doesn’t bother me at all.
