If you bought this house to flip it and you're almost done you should focus on finishing it and selling it and not be distracted by the fact that you want some cash to invest in multi-family.If you borrow money out of it and then sell it as a flip you will burn a lot of money in fees and transaction costs.If the house would make a good long-term hold as a rental though, you may want to consider a cash-out refinance, hold the house as a rental and move to your next deal.

Furthermore, it is a distraction from the argument and a logical fallacy to state that because past predictions from a certain segment of people have been incorrect, that future predictions from a different segment of people will also be incorrect.

the answer is in the numbers. don't get distracted just because there's owner financing on the table. run the numbers a few times and if it makes sense the numbers will prove it. if it doesn't the numbers will prove it. don't forget to get your inspector in there. something is a bit fishy as he went from motivated to unmotivated seller....i don't know what's that about. maybe he talk to a neighbor or realtor friend. still let the numbers make the right decision for you.Kudos,Mary
