Since electrical is what I see being most commonly separately metered, I see a disproportionate amount of these smaller properties still relying on baseboard heat so that tenants can foot the bill.

Now if the shoe was on the other foot and the contractor provided the cabinets in the wrong finish or installed them poorly, then yes they should replace them at their cost.

Remember the small the building the higher the square foot cost will be. 600 sf for a 2 bedroom is way too small.
