My idea of Class C rentals was low end finishes, like laminate counter tops, linoleum, and durable finishes that aren't necessarily nice but functional to live with.

I will say, as we're renting a duplex unit on a C- street now, your common sense/BS detector needs to be SIGNIFICANTLY higher than normal with this type of rental, and you need to go for durability with materials..

To qualify as "Lead Free" any lead paint must be permanently encapsulated by a durable material and paint does not count.

Back to the construction method, I suggest the flooring will be epoxy or stained not just cement, it is cheap, it is smelly when you do it, but it is durable and easy to maintain, to add it is great looking, not sure if it is great for tenants though, but I have always enjoyed it.

I would prefer not to do water based for look, cost and durability.
