Each unit extends from the foundation to roof and has open spaces on at least two sides.

Aaron, if the roof line(s) are straight then the foundation should be fine.if you turn the hot water on and the water is clean and strong then your plumbing may be OK. 

When I spoke to an investor friend of mine, they suggested staying away from that neighborhood because it was built on top of a swamp and that the houses there have a higher likelihood to have foundation problems.I wanted to see if there is a way to verify their claim.

From it raining a lot the night before the property going active which brought to light foundation issues hidden behind the pre-existing finished basement paneling.

That can include roof, water heater, HVAC, plumbing, electrical, mold, rot, warped floor boards, bad foundation, termites, sink holes, fascinating animal occupants, bad reputations (that was a drug house or had a fire or was used for other things that I don't want to mention), and so on.

Is there a crawl space where you can see the other side of the foundation?

If you are considering tiny homes for travelling workers and they will be on foundations, have you considered container homes. 

If I'm trying to buy a property OOS and I can't inspect it myself (I have extensive experience inspecting buildings), I have a foundation pro (different than a regular inspector) check the foundation.
