@Edward Ruan What I will tell you is not a "silver bullet".........but it has been extremely helpful....Section 8 tenants WITH PROPER SCREENINGIn the tenant friendly East Bay I have found that Section 8 tenants are the most grateful, LOW MAINTENANCE, non-demanding tenants and you get your money on the forst of the month like clockwork, no games, no excuses.

A "certification" body who place certified level, say gold, silver, bronze, based upon a persons complete background (think of how a fico score works for credit rating), that would be all but a 1 stop shop AND give better insight on a tenant because as I said landlord referrals are all but impossible anymore.
