I'm currently reading David Greene's "BRRRR" book and I will be utilizing my VA Loan as a first home purchase (duplex) for my first home utilizing the VA Loan.

We've utilized the VA loan for our current home, and this strategy has worked well so far.

Is there a way to utilize the "gift" feature illustrated in the tax code? 

See if those can be covered for utilities.7.  

They’re requesting what feels like an unreasonable amount of information, and the demands keep escalating.So far, they’ve asked for:A video tour of my home officeCredit checks on me and my partnerCopies of the deeds for every property we ownA copy of my partner’s home lease and utility billsBusiness phone billsA signed letter from the bank verifying our accountsBank statementsHonestly, it feels more like qualifying for a loan than trying to become a customer.

And you can be a landlord that gets a very poor return because they haven't utilized their space well by changing the layout.

• Should utilities, internet, or services like snow removal/lawn care be included, or not?

When that portion was complete, I could then receive draw money which allowed me to pay my utilities, taxes, and mortgages.

In a short verse, I don't have the numbers :( but in general I just don't know if what I want to do in the long run which is BRRRR would be a good idea if I start with utilizing a VA LOAN for a duplex to begin with.  

thanks for the guidance @Kaushik Sarkar Since it's development it will take longer to get to the exit. 3 years could be right depending on the market, if the project requires entitlements, how long it takes for permits, no major utility obstacles, etc.
