Tenant will use appliances and fixtures in accordance with manufacturer instructions.DRAIN STOPPAGES/PLUMBING.As of the date of this Agreement, Landlord warrants that the dwelling’s sewage drains are in good working order and that they will accept the normal household waste for which they were designed.

I would GLADLY welcome the stoppage of all Section 8!!!

“These eviction and foreclosure stoppages are just one part of the comprehensive assistance we’re providing borrowers to help protect our communities.

For example, my lease states: “Tenant shall be charged for repair of drain blockages or stoppages, unless caused by defective plumbing parts or tree roots invading sewer lines.”

Tenant agrees to take due precaution against freezing water or waste pipes and stoppage of same in and about said premises.This includes, but is not limited to disconnecting all garden hoses from outdoor faucets prior to freezing weather and opening cabinets under fixtures that are adjacent to outside walls to allow warm air circulation near water and waste pipes.If water or waste pipes are frozen Tenant will notify Landlord immediately and in writing.If Tenant did not take due precaution to prevent the freezing and/or fails to notify Landlord of a problem in a timely manner, Tenant will be held liable for all damage caused thereby.

if you are using the standard hawaii association of realtors rental agreement then if you look at R5 maintenance it states that they are responsible for maintaining the property and repairing any stoppages in plumbing fixtures or lines and any damage cause by them.  

Costs of clearing stoppages due to misuse or improper items being placed in the toilet or other plumbing fixtures shall be charged to the tenant.Lawn furniture is permitted, as long as it is in good condition and is actually lawn furniture.

The lease says tenant is entirely responsible for, "...damage from wastewater stoppages caused by foreign or improper objects in lines that exclusively service the property."

I did them with my bank.. pretty simple and bullet proof.. only risk is if my buyer defaults I have personal guarantee on the money I borrowed through the hypo  although my bank would only front 50% of the note .. so while if we had a default I would theoretically have equity to cure but the interim cash flow stoppage would need to be addressed..
