Assuming Bob could find an attorney to file a suit against Jill and John for fraud or if Bob filed it pro se, I suspect their attorney would have it dismissed on a motion. 

Is she pro se (no lawyer)? 

I would think it would be more professional than just prose in an email.

As the plaintiff, you are trying to get things done, but typical pro se parties just bumble around without decisive action.

Individuals can represent themselves pro se in an eviction, however an LLC or a Corporation must utilizes an attorney.

Also, I'm sure you as an attorney would not recommend clients go pro se in court proceedings.

I believe in every county in every state, an individual is allowed to proceed pro se (corporations are not allowed).
