All the electrician did was disconnect three wires from the old box, the main feeds, pulled the box from the wall, disconnected the bus bar and old circuits on the back and mark the wires (MARK THE WIRES) then set in the new panel frame, connect the circuits to the breaker bars, set it in and then reconnect the main feeds, 3 wires.

It showed disconnected piping under the slab, failed static tests, and that $11k worth of work would need to be done to repair the problem – to include tunneling and reconnecting piping.My question is, do I have any recourse here?

Only gas companies can answer the OP's question, really. 4-6 weeks is normal for busy utility companies, and WOs are issued to service a client, either new or reconnecting service, they guide their employees where to go and what to do, pretty much like a scope of work and timeline.
