I had to delay the closing of my first flip by three weeks because of how long it took to reconnect the power after a power line that didn't have enough shielding had to be replaced.

I am looking at potentially acquiring a multi-unit within the near future (blindly thinking sac/davis/fairfield) I hope to get to know members that have become staples in the community since my disappearing act and potentially re-connect with old faces from years past.

All the electrician did was disconnect three wires from the old box, the main feeds, pulled the box from the wall, disconnected the bus bar and old circuits on the back and mark the wires (MARK THE WIRES) then set in the new panel frame, connect the circuits to the breaker bars, set it in and then reconnect the main feeds, 3 wires.

That led to galvanized pipes the could to be reconnected too.

It showed disconnected piping under the slab, failed static tests, and that $11k worth of work would need to be done to repair the problem – to include tunneling and reconnecting piping.My question is, do I have any recourse here?

Only gas companies can answer the OP's question, really. 4-6 weeks is normal for busy utility companies, and WOs are issued to service a client, either new or reconnecting service, they guide their employees where to go and what to do, pretty much like a scope of work and timeline.

I have winterized my house flips and now have to quickly dewinterize for home inspections... any ideas how to avoid having to reconnect all utilities etc..?

lolOverall though, it was a worthwhile event and I met a lot of new important and got a chance to reconnect with some of the best in the note space.
