I know there is license reciprocity with a number of states (PA being one of them), but it’s helpful to know there are agreements to share among various MLS services!

I would position it (diplomatically) that you work hard on your business to help improve the neighborhood and pay your share of municipal taxes, and you just want a reciprocation of that investment to repair the "city's property." 

My current dilemma is deciding if I should get licensed in Maryland or DC first -g ranted I will ultimately apply for a reciprocal license.

Such reciprocating transaction is not allowed and would disqualify your IRA. 

You can google NJ reciprocity rules and see if your license allows you just to test into those states

I of course will reciprocate the best that I can. 

The requirements for insulation are not in inches, but rather in R-values or the reciprocal  U-values.   

You are working your *** off to make them happy but they are not reciprocating.
