The townhouse is located in Aspen’s sought-after lodging district, where STRs are fully permitted.

Some will have snags with permitting, some will have contractors you need to fire and then pay more for a new crew to come in and fix the job.  

For the community development dept, you'll need proper plans (architect), site survey, permits, etc. when you're ready. 

County or City permitting- own the process. 

They couldn't get a construction loan and were constantly blaming the cities being tough on their permit process.

The need for building permits in the counties is limited to plumbing, HVAC, & electrical. 

They see a renewal of the current business tax rates, regulation and permitting rules getting slashed, tax code being simplified, and federal deficits on a one-way ticket down the elevator (which are a longterm drag on economic productivity).Just look at the growth in tax code complexity over the last 20 years.

For example, in my market, we see MF building permits way down for the last 2-3 years.
