@JD Gunter I agree and should add that I spend 2-10 hours on the phone/zoom with each applicant before I let them into the program. 

If he won't let you call HR, then deny his application and move on.

Additionally, I expect applicants to follow instructions in the advertisement and application, to make and keep appointments, to show up on time for appointments, dress and behave appropriately at appointments, and in general demonstrate throughout the process that they are someone that is easy and pleasant to do business with.

The #1 reason why landlords fail - according to the American Apartment Owners' Assn - is failure to manage to the lease. 

The 3rd party wasn't able to screen the applicant.

I have heard many times (from managers much smarter than me) that if you aren't getting as many eyes on your listing as you want, then you must lower the price!
