The bank said they require 90% owner occupancy and since our HOA is only 5 units, we only have 80% of units occupied by owner. does anyone have any suggestions on any banks or credit unions where this may not be an issue? 

And always have reserves to handle any unexpected issues.

Never had an issue with them in NY or CT.

I've found many properties with title issues wind up with unpaid property taxes so checking on delinquent taxes, tax deed sales and lands available for taxes might help you identify some.

His advice (before the debt issues even arose) was to sell my whole portfolio and start over doing wholesaling.

I'm not a lawyer and this isn't legal advice but I wholesale in 7 different markets and my LLC is just in one state and I haven't had any issues. 

They said the issue was with the power company as well.  

There's a good chance the issue(s) you face has already been discussed and answered.Ask questions in the appropriate forum.

If my assumptions are correct - documented 4point issues  (electrical, HVAC, roofing, plumbing)  will need to be remediated in order to close.
